Consultation on an alternative second chamber
Tabled 12 October 2026 by Dr Simon Opher
That this House calls on the Government to support the House of Lords (Alternative Second Chamber) Bill [HL] and begin an inclusive national conversation to replace the House of Lords with a representative alternative second chamber; urges the Government to undertake a consultation with the devolved governments, representatives of English local government, experts in constitutional reform and the public; believes that this consultation should begin within six months of the Bill receiving Royal Assent, last for at least 12 weeks and include deliberative forms of public engagement; further believes that proposals for an alternative second chamber should explain how it would represent the regions and nations of the United Kingdom; and further calls for the publication of the consultation proposals, a summary of responses and the Government’s response, and for those documents to be laid before Parliament.
