The National Council of Resistance of Iran's ten-point plan

That this House expresses grave concern at the systematic repression of the people of Iran; notes reports that, during the 2026 nationwide protests, thousands were killed and tens of thousands arrested; recalls the 1988 massacre of 30,000 political prisoners and Iran’s continuing high rate of executions; recognises that during the 2022 and 2026 uprisings, the Iranian people rejected all forms of dictatorship whether Shah’s monarchical or Mullah’s theocratic; condemns the son of the deposed Shah who labelled Iranian Kurdish groups as separatists and threatened to act decisively against them; calls for the establishment of a secular and democratic republic; acknowledges the opposition National Council of Resistance of Iran (NCRI) as an organised political coalition advocating a democratic republic, declaring a transition Government and calls for dialogue with it; further notes that more than 4,000 parliamentarians worldwide and 125 former heads of governments have publicly expressed support for the Ten-Point Plan presented by Mrs. Maryam Rajavi, President-elect of the NCRI, as a framework for a secular, pluralistic, democratic republic, including gender equality, abolition of the death penalty, recognition of autonomy for ethnic communities within a united Iran, peaceful coexistence and a non-nuclear Iran; further condemns the regime’s destabilising activities in the region; urges the Government to proscribe the Islamic Revolutionary Guard Corps (IRGC) and hold perpetrators of crimes against humanity accountable; and recognises the right of the Iranian people, especially the defiant youth organised in Resistance Units confronting the IRGC's repressive forces.
